Prepare 1 cup of brown or multigrain rice. Set aside to cool.
Cut top off giant red peppers. Remove pepper seeds/insides. Carve spooky faces into peppers. Keep tops.
Chop mushrooms and celery into small pieces.

Fill Jack-o-Peppers with mixture. Replace pepper tops. Set Jack-o-Peppers on foil lined pan.
